Limit referral access to paying customers & fix new customer tracking

We’d love two key improvements to the referral system:
Restrict referral access – Only allow customers who have made at least one purchase to share referral links.
Fix new customer tracking – Count referred users as “new customers” as long as they’ve never placed an order, even if they signed up earlier.
These changes would help us prevent abuse and run a more effective referral program.
